win + r  #打開運行
cmd    #進入黑黑的窗口
where python     #找到自己python的安裝路徑
cd 到路徑
pip install pandas     #用pip安裝pandas庫，搞定

linux下安裝pandas庫

不同版本安裝命令不同，一般情況下直接install pandas 就好了。
