日志信息：System.Data.Entity.Core.ProviderIncompatibleException: An error occurred while getting provider information from the database. This can be caused by Entity Framework using an incorrect connection string. 通過sqlplus可以正常登陸，但是plsql無法登陸，判斷應該是監聽程序的問題，網上查資料發現是oracle的一個bug，當監聽日志大於4g的時候會導致該情況。
解決方法：
1.刪除監聽日志或者重命名監聽日志。
2.關閉監聽日志
