基本是通過改寫OpenCV的官方論壇來實現的,除了那個用於旋轉的m矩陣不知何用。
基本思路是把圖片通過設置ROI復制到一個更大的黑色背景的圖片中去,然后再旋轉之后在截取其中的最小的包含旋轉過后的矩形
