npm ERR! 403 In most cases, you or one of your dependencies are requesting
npm ERR! 403 a package version that is forbidden by your security policy.
問題：倉庫位置不對
解決：
修改倉庫位置到npm官網
查看倉庫列表 有*的是當前倉庫： nrm ls
切換倉庫到npm：npm config set registry https://registry.npmjs.org/
切換后就可以重新安裝完成了
