一. 將 instantclient 文件到任意文件夾, 我解壓到 :C:\Program Files\PLSQL Developer 13\instantclient_11_2
二. 設置Oracle Home 和 OCI library
雙擊PLSQL Developer V11.0.6目錄下 plsqldev圖標
在彈出登錄界面后點擊取消（cancel）后，進入PL\SQL
點擊Tools->preferences->connection，在右邊界面下方有：
Oracle Home(empty is autodetect)
OCI library (empty is autodetect)
C:\Program Files\PLSQL Developer 13\instantclient_11_2
C:\Program Files\PLSQL Developer 13\instantclient_11_2/oci.dll
