出現這類問題時，需要檢查一下nginx定位的網站根目錄中，是否有user.ini 文件
至於user.ini 文件是什么 https://www.php.net/manual/zh/configuration.file.per-user.php#111834 中有介紹
這類文件僅會被cgi/fast cgi/sapi處理，次文件會使得pecl 的htscanner擴展作廢，所以路徑沒填寫正確會產生這樣的異常。如果使用apache，則用.hataccess 有同樣的效果
