在網上查了下，setting中 TEMPLATES 的 'DIRS' 需要添加os.path.join(BASE_DIR, 'templates')

TEMPLATES = [
    {
        ...
        'DIRS': [os.path.join(BASE_DIR, 'templates')],
        ...
    },
]
