Maven需要下載解壓並添加到classpath，如果不明可以參考https://www.cnblogs.com/xiandedanteng/p/11403480.html
然后在命令行窗口執行：
mvn install:install-file -Dfile=D:\jars\ojdbc6.jar -DgroupId=com.oracle -DartifactId=ojdbc6 -Dversion=11.2.0.3 -Dpackaging=jar -DgeneratePom=true
上面粗體就是我本機上ojdbc6.jar的全路徑名，大家要拿下去執行請務必記得修改。
執行效果如下：

看到Build Success就表示成功了。如果是Build failed也不要着急，隔天說不定就好了。昨天我的機器上就加載不進去，今天就莫名其妙好了。
成功后本地maven庫是這樣的：
之后在pom.xml中這樣配就行了。
<dependency> <groupId>com.oracle</groupId> <artifactId>ojdbc6</artifactId> <version>11.2.0.3</version> </dependency>
最后在Eclipse里驗證一下：
如果這一步還不成功，那么按以前的辦法加載外部jar包也行。
