URLDecoder異常Illegal hex characters in escape (%)

URLDecoder對參數進行解碼時候，代碼如：

URLDecoder.decode(param,"utf-8");

有時候會出現類似如下的錯誤：

URLDecoder異常Illegal hex characters in escape (%)

這是因為傳參有一些特殊字符，比如%號或者說+號，導致不能解析，報錯

解決方法是：
