Eclipse下，修改MAVEN 中央倉庫地址，解決maven下載慢問題

作用於所有工作空間：

1、逐項打開：eclipse->preference->Maven->User Settings。按窗口中的User Settings文本框顯示的路徑，創建settings.xml文件，或修改路徑后創建文件。

2、關閉窗口后重新打開，點擊“open file”，在IDE中打開該配置文件，出現“could not read settings.xml”不必管。

3、復制下列內容至配置文件，其中<mirror></mirror>部分為國內鏡像。
