問題描述：
通過js 跳轉url的方式下載中文文件，因為中文文件名亂碼找不到文件。
解決方案：
經過測試在tomcat 8 及以上不會出現這個問題；

如果是使用 tomcat7 在conf、server.xml中添加如下配置：
