報錯信息
試圖啟動或停止ArcGIS Server站點托管的服務時，會返回下列類似的錯誤消息：
ERROR: "ArcGIS Server site is currently being configured by another administrative operation. Please try again later."
原因
如果運行ArcGIS Server的Windows帳戶沒有足夠的權限到ArcGIS Server目錄和配置存儲區，則返回該錯誤。
解決問題的方法
確保與Windows服務ArcGIS Server相關的Windows帳戶對ArcGIS Server文件夾有足夠的權限。
在托管ArcGIS服務器的機器上：
1. 檢查下面的文件夾的ArcGIS Server帳戶的權限：
- <ArcGIS Server的安裝路徑>\arcgisserver
- <ArcGIS Server的安裝路徑>\Program Files\ArcGIS\Server
- <Python的安裝路徑>\Python27

先重啟了ArcGIS Server服務，接着重新發布了該地圖服務，如下圖：
發布完該服務后，又報了以下錯誤：
ERROR: Service failed to start,Machine: IZ23VTQ4805Z [ Can not open file D:\arcgisserver\directories\arcgissystem\arcgisinput\wuhan.MapServer\extracted\v101\wuhanV10.msd.
系統找不到指定的路徑。
Probable cause: The file is inaccessible to Server.]
不過最終仍然通過重啟ArcGIS Server服務解決了發布服務時報ERROR: Service 'test'.'MapServer' in folder '/' is currently being configured by another administrative operation. Please try again later.'的問題。
