第一步：復制struts.xml頭部地址
第二步：Window --->Preferences
第三步：XML--->XML Catalog--->Add
第四步：在Key中粘貼復制的地址，點擊File System
第五步：選擇路徑F:\struts2\struts-2.3.31\src\core\src\main\resources，選中struts-2.3.dtd，接着點擊OK，回到如下界面
第六步：點擊網址，接着點擊Edit，Key type--->URI，點擊OK，回到文件，重新打開文件就OK
