然后登錄到,Developer開發中心去，點協議證書還是一樣提示

點了OK沒有反映，網上找了一下說是因為瀏覽器問題，因為國內網速不好，有一個協議同意界面沒有出來，所以這樣。。。
前面用了chrome,IE都不行，
然后換了firefox瀏覽器登錄就出現了如下圖。。。。勾選后I Agree搞定。。
