1.eclisep導航菜單：windows->preferences->Xml->Xml Catalog;
2.在Xml Catalog右側，添加一個新的XML Catalog：
3，在Src\下，新建一個struts.xml。
右鍵-》新建->others->Xml-> Xml File-> New Xml File窗口中，選擇“Create XML file from a DTD file“:
Next:Select XML Catalog entry.
新建好后，如下圖所示：
這時候，在struts.xml編寫如果不提示，可以把這樣修改：
把key Type修改為URI.
