问题现象：
libvirtError: internal error: No more available PCI slots
解决方法：nova.conf文件增加配置选项
[libvirt] num_pcie_ports=28 hw_machine_type=x86_64=q35
nova 代码最大支持28，可以更改nova代码支持更大的pci设备
