都把.m2下的仓库清理了n遍，还是不管用，还是佩服老外解决办法：
linux下在终端命令行直接输入
find ~/.m2 -name "*.lastUpdated" -exec grep -q "Could not transfer" {} \; -print -exec rm {} \;
再此更新项目即可
win下输入：
cd %userprofile%\.m2\repository
for /r %i in (*.lastUpdated) do del %i
更新项目即可
我是在linux下，亲试有效。
如果还是报错：则试试以下方法：
解决办法：
右键工程，选择maven->update project,勾选force update ……
