1.封装启动项目读取json文件、xml文件和txt文件（读取字典数据和敏感词过滤，启动就加载到内存，应对高并发）
 const-spring-boot-starter：封装的starter；
 const-starter：引用封装好的jar包依赖实现读取字典数据和敏感词过滤；
 pers：封装的starter的jar包依赖，直接放到maven仓库就可以用。
