在pom.xml中加入

  <directory>src/main/resources</directory>
  <includes>
    <include>**/*.properties</include>
    <include>**/*.xml</include>
  </includes>
  <filtering>false</filtering>
</resource>
</resources>
</build>

解决方法2

在web.xml中的classpath后面加个 *****

 <param-value>classpath*:spring/springmvc.xml</param-value>
